BACKGROUND
At its May 9, 2017 meeting, Town Council approve Resolution 4195 to authorize the Town Manager or his/her designee to submit applications for all CalRecycle payment programs that are offered. Additionally, the resolution authorized the Town Manager or his/her designee as Signature Authority to execute all documents necessary to implement and secure grant payment.
DISCUSSION
On February 1, 2022, staff applied for the CalRecycle SB 1383 Local Assistance Grant Program. The one-time grant program is intended to assist local jurisdictions with the implementation of regulation requirements associated with SB 1383, Short-Lived Climate Pollutants: Organic Waste Reductions.
On May 24, 2022, the Town was awarded the CalRecycle grant in the amount of $21,247. The grant term has now begun and ends on May 2, 2024. The current approved grant budget includes hiring a consultant to provide services identifying Town-usage and possible application of compost/mulch on Town-owned and managed lands. This consultant would also identify privately-owned land within and outside jurisdictional boundaries that can utilize compost/mulch and explore delivery options of said material. This grant budget may be subject to change at staff's discretion and with CalRecycle approval to ensure the grant funds go towards projects and programs that will assist with SB 1383 implementation.
FISCAL IMPACT
The grant award provides $21,247 upfront to cover eligible costs associated with SB 1383 implementation.
ENVIRONMENTAL IMPACT
